At the beginning of 2018, the Longyou County Market Supervision Administration of Zhangzhou City found that there were counterfeit cigarette tipping papers in the market. They immediately sealed up the products and handed the clues to the police.

After the preliminary investigation, Longyou police determined the production dens of counterfeit products, and a factory in Huzhen Town that was originally idle and rented by Longyou Wenyi a year ago.

When the police arrived, they saw that there were a large amount of cigarettes in the factory, including semi-finished products, semi-finished products, raw materials and a number of molds used to manufacture registered trademarks.

Key criminal suspects arrested

After tracking and visiting, Longyou police finally locked a key criminal suspect Zheng.

Zheng, 47, who has been engaged in the paper industry for more than a decade, is relatively good at making machines for tipping paper. After being arrested, he confessed that he was the first person to be recruited into the factory, and even helped build a piece.

"They asked me to help repair the machine and was responsible for the technical support of printing the tipping paper. I agreed to it more than 4,000 a month." Zheng said.

After that, Zheng was responsible for assembling and commissioning the machine in the factory. It took more than five months to produce the first printed tipping paper. These infringing cigarettes are printed with six or seven different trademarks such as “cloud smoke”, “Hongtashan”, “red double happiness” and “yuxi”.

After Zheng’s defense line was broken, the police stalked and found out the identity information of many other criminal suspects. In the end, the suspects Wenmou and Yumou surrendered themselves, and Jiang and Weng were successively arrested.

In fact, the criminal gang was established in early March 2017. At that time, Yu Mou, Wenmou, and Wenmou came together to pre-plan a leased factory in Longyou to build an illegally manufactured cigarette tipping paper den. After renting the idle garment factory in Huzhen Town, Zheng and Jiang, who have experience in papermaking, were hired.

The suspect, Weng Mou, said that their raw materials are raw papers purchased from Zhejiang Paper Co., Ltd., which also helps to transport the necessary roller molds for the illegal manufacture of tobacco tipping paper, and helps to contact the purchase of the required inks. And contact the relevant technical staff for their technical guidance, help eliminate technical problems.

In more than a year, along with the roaring processing sounds, Weng and others started their "extraordinary project" in the illegal dens.

Among them, a considerable part of illicit cigarette tipping paper is sold to the buyers of Fujian Zhangzhou, Guangdong Shantou and other places as raw materials for the production of counterfeit and shoddy cigarettes through logistics companies.

After the incident, the police also seized a batch of illegal cigarette tipping paper in a local village storage room. Among them, the packaged tipping paper has 190 boxes (6 rolls per case), 11 unpackaged finished products (more than 20 tons), counterfeit registered trademarks of 21,566,000, auxiliary materials and semi-finished products of more than 50 tons, and various types.
